HIV Health Services Planning Council (HHSPC)
The HIV Health Services Planning Council is a community planning body authorized by federal Ryan White HIV/AIDS Legislation. The Ryan White legislation was signed into law in 1990 and has been reauthorized in 1996, 2000, 2006 and 2009. The Council is mandated to allocate and prioritize Ryan White Part A funds for the San Francisco EMA which includes San Francisco, San Mateo and Marin counties. The Council is also mandated to conduct community needs assessments, review of standards of care and best practices, and grantee assessment. The Council makes its annual prioritization and resource allocation decisions at a full day “Summit” in late August. The Council is made up of consumers of services, providers of services, and government representatives. The Council is required by legislation to have one-third of its membership be consumers of services.
