In 2000, HIV Health Services began to develop a Quality Management Program for HIV/AIDS services in San Francisco. As part of this program, HIV Health Services and the HIV Health Services Planning Council (CARE Council) identified a need for service delivery standards in San Francisco.
The intent of these “standards of care” was to establish minimum expectations for service delivery for CARE-funded programs in San Francisco, San Mateo and Marin counties. All of the existing HHS Standards of Care and Best Practices Guidelines were reviewed and evaluated by the HIV Health Services Planning Council (now the HIV Community Planning Council) over FY2014-2015, finalized in May 2015 without any revision required. HIV Health Services, in collaboration with Harder + Company Community Research, an independent consulting, has developed standards of care in the following categories:
- Case Management
- Complementary Therapies
- Dental
- Housing
- Mental Health
- Peer Advocacy
- Primary Care
- Substance Abuse
- Treatment Advocacy
